Build and operate: housing built to your plan, run by RoomPe

Under build and operate, land and development partners build housing to the client’s plan, and RoomPe operates it on a long-term contract. The design starts from the resident mix: students by programme, or workers by shift and grade. It suits a large, long-term housing base at a single site.

What is the build and operate model?

Build and operate is RoomPe’s model for housing that does not exist yet. Land and development partners build it to the client’s plan, and RoomPe operates it on a long-term contract. Because the operator is in the room before construction, the building is designed around how residents will actually live in it.

It differs from a management contract, where the building already exists, and from lease and operate, where RoomPe takes an existing building near the site. Build and operate fits when the volume and the time horizon justify a purpose-built block: a large campus intake or a plant with a long-term workforce at one location.

Why is purpose-built worker and student housing gaining ground in India?

In December 2024, NITI Aayog released “S.A.F.E. Accommodation: Worker Housing for Manufacturing Growth”, which treats housing near factories as core infrastructure for India’s manufacturing push. S.A.F.E. stands for secure, affordable, flexible and efficient, and the idea began as site-adjacent factory employee accommodation.

According to the PIB release of 19 December 2024, the report recommends treating worker housing as a distinct residential category, viability gap funding of up to 30 to 40% of project costs excluding land, and flexible zoning for mixed-use development near industrial hubs.

Campuses face the same shift: the hostel now sells the admission, and residential programmes need dependable on-campus living. Capital for buildings is arriving. Operators who can run them to standard, every day and every shift, are the gap.

How does RoomPe shape the design before construction?

RoomPe brings the operator’s view to the floor plan: room formats by resident type, women’s housing designed in from the first drawing, kitchens sized to meal timings and shifts, controlled entry points, laundry and storage, and service access for maintenance. Getting these right on paper costs far less than retrofitting later.

Design decisionWhat RoomPe plans for
Room formatsShared dormitories (six to eight residents), managed hostel rooms, twin and triple staff rooms, and premium shared trainee rooms, within statutory occupancy norms
Women’s housingSeparate, access-controlled blocks with no shared entry with men’s housing, designed in from the first floor plan
FoodCentral kitchens and dining sized to meal timings, from four meals a day for students to three shift-matched meals for workers
SafetyAccess control at entries, CCTV coverage of common areas, fire systems and emergency routes
Daily lifeLaundry, lockers, recreation and study space, washrooms sized to occupancy
UpkeepService access for lifts, plumbing and air-conditioning so preventive maintenance is practical

Who does what in a build and operate project?

Three parties share a build and operate project. The client sets demand and policy: how many residents, of what kind, under what rules. The land and development partner builds to that plan. RoomPe designs the operations, then runs the building on a long-term contract with the same C.A.R.T scope as every RoomPe site.

Are you a landowner or developer?

Landowners and developers with land near campuses, industrial clusters or GCC campuses can partner with RoomPe on purpose-built housing. RoomPe brings the operating plan and the long-term operating contract that a project needs to be financed and to perform after handover.

Frequently asked questions

What is the difference between build and operate and a management contract?

In a management contract the building already exists and the institution owns it; RoomPe takes over operations. In build and operate the building is yet to be built: development partners build to the client’s plan, and RoomPe operates it from day one on a long-term contract.

What is S.A.F.E. accommodation?

S.A.F.E. accommodation is the worker housing approach set out in NITI Aayog’s December 2024 report. It stands for secure, affordable, flexible and efficient housing for industrial workers, and began as site-adjacent factory employee accommodation: housing close to the plant so workers spend less time commuting.

Why involve an operator before construction?

Because the operator lives with the design for the length of the contract. Room formats, women’s blocks, kitchen size, entry control, laundry and maintenance access decide how well a building can be run. Fixing them on the drawing board is cheaper than retrofitting a finished block.

Does build and operate suit universities as well as employers?

Yes. Universities planning a new hostel block, or residential programmes such as MBA, MBBS and fellowships that need on-campus living, can use build and operate. The design then starts from the student mix, meal plan and security needs instead of a generic floor plate.

How long is a build and operate contract?

Build and operate runs on a long-term operating contract, because the building is designed around one client’s residents and every partner needs a committed operator for the life of the project. The exact term is agreed per project, alongside the resident mix, service levels and the reporting the client expects each month. [VERIFY: typical term in years]
